cookie problem

I have a problem with cookies. Everytime i go to a forum i have login. The hlccl forum says "not cookied?". Have the same with the tag forum but that 1 is even weirder.
The fact is..... i dont receive them. I tryed everything, i even disabled my secrurity.
The weird thing is i cant (!!) choose my preferences for cookies. The option where you can choose if you want too accept cookies or not or ask before accept. That option is gone! and i want it back. I use win98 2e and the i-net explorer which come with the windows. IE version 5

I already downloaded the latest explorer but that didnt work ether.

please please please help me.

Still have too login again and again. Think its some kind of cache problem.

i updated ie too version 6 and have no security programs just normal the ie security.
