ok i dont really wana do this, due to i gota rebuild pc's but i have a MSI V Class mother board sitin here new in the box and takes the P4 chipset, i could easy put the cpu on that, and the 2 sticks of 256DDR Ram on the mobo, and also put a decent gfx card, but the dell as it is` is fine for wat i need it for, and thats only storing music, movies, so forth on, and mayb host my CSS servers on the lan.....

but in all fairness the dell computer itself is decent and dnt wana take the mobo out for no reason :(

Could be a number of things, but first thing to do in this sort of situation is put it back the way it was (put the parts back that you took out, remove the parts you added) and heck if it works then. If it does then change one part at a time until it doesnt work again at which point you will know what it is causing the issue.

If it doesnt work still when you put it back to its original state then you know you have buggered somert up making the changes.
