If you are deemed worthy of it, you can have your HLCCL account amended by an admin so that when you login to the forums, the Cage is the only place where you can post.

There are many ways of achieving this coveted status, but they all pretty much revolve around breaking the forum rules in some way. There's the obvious things like posting pr0n or warez, but if you are just generally rude and annoying you can get here too.

Once you're in here you have some time to contemplate your situation. You have to show that you've changed and apologise to people before there's any chance of your status getting changed back so you can post normally again. Could be a long time, or forever, depending on what was done in the first place.
